The usual line-up process is for each captain to nominate members of their team to play in 1st, 2nd, 3rd etc positions. Where each position is just one player per team - i.e. a singles match.
You can also add other matches in your line-up that consist of more than one player on each side - i.e. a doubles match.
Doubles players must already be in the line-up. Setting the players in the line-up does not necessarily mean that they are participating in a singles match (though normally they would be) - that can be determined when you click the action button to create the match on the proposed line up.
You can click on both the players (from each team) on the line up to select them for an additional doubles match. As you click on the players for the doubles match a row appears showing the selected players.
Once you've selected all 4 players, click the green "+" button next to the proposed doubles match and you'll get an indication that this match will be created on confirmation. At this point you can use the same method to select players for another match - singles or doubles.
In the screenshot above the players for the first doubles match have been confirmed and the second match has had the players selected from the lineups. You'd then click the green plus button and the blue confirm button to confirm all the matches.
