If you have specified that you require in-club kiosk confirmation before switching on the lights for a court, then there are rules that govern who can do this.
First, any club official can do this remotely - they do not have to be physically at the club. To do so, go to the Bookings tab of Manage courts and locate the relevant booking. Each booking indicates if the light is set to come on or not (orange light indicator for on, grey for off). If you click this bulb icon it will switch the confirmation status on or off. You can do this for any booking for any day in advance.
Otherwise, the light confirmation has to be done at the club kiosk. Only bookings that have either started or will start within half an hour can be switched - so long as they still have time to run. When a booking is confirmed, any similar bookings directly beyond the impending one will also be switched - this prevents the need to interrupt play to ensure the lights stay on for the full duration of a multi-slot court booking,
Who can switch the lights on for a particular booking depends on the context of the booking. However, any club official will always be able to do so irrespective of this context (just like they can remotely as described above). Whoever made the booking in the first place will also be able switch the lights irrespective of the context.
If the booking is in the context of a particular event (for example a tournament), then any organiser of that event will be able to switch the lights.
If the booking is part of a block booking on behalf of a tournament or event, then any participant of that event will be able to switch the lights. If the booking is for a club fixture or a team booking, then any player in the squad (including the captain) will be able to switch the lights. If the booking is for a match, then any player in the match may switch the lights.
Lights may also be switched off and permissions to switch off or on are the same.
